He started out in the United States Air Force in Federal Contracting, and progressed through the civil servant ranks at several agencies as a Contracts Specialist, Contracting Officer, and Supervisory Contracting Officer. He is an expert in cradle-to-grave acquisitions including simplified acquisitions, source selections, contracting by negotiation, major systems acquisition, and construction.
